FLORIDA SUPPORT ADMINISTRATORS ASSOCIATION

CONSTITUTION

ARTICLE I - NAME

Section 1. The name of this organization shall be the Florida Support Administrators Association (FSAA), a department of the Florida Association of School Administrators (FASA).

ARTICLE II - PURPOSE AND OBJECTIVES

Section 1.  The purposes and objectives of the Association shall be:
  1. To stimulate professional growth and development among support supervisory and administrative personnel.
  2. To provide opportunities for group studies and discussion concerning problems which confront support supervisory and administrative personnel in their areas of responsibility.
  3. To disseminate information about the roles of support supervisory and administrative personnel in the educational process.
  4. To become involved in pending legislation effecting education.
  5. To promote the purposes and objectives of FASA and affiliated organizations.

ARTICLE III - MEMBERSHIP

Section 1. Anyone who is engaged in a support supervisory or administrative assignment at the state, county or local school level, shall be eligible for active membership in FSAA. No person who is represented by a union as a bargaining agent with an employer is eligible for membership regardless of position. In questionable cases, certification of a potential member's status should be obtained from the employer.
Section 2. Anyone who is not eligible for active membership under the conditions set forth in Section 1 may become an associate member by an affirmative vote of the FSAA Board of Directors.
Section 3. Any person meeting the requirements of Article III Section 1 and who pays a regular, retired, aspiring administrator, college/university/private school administrator, honorary, institutional, associate or commercial membership as provided for in Article III - Membership of the FASA Constitution automatically includes membership in the FSAA Department. The provisions of eligibility to vote and hold office shall be the same as the FASA Constitution. Only active members shall be eligible to hold office and vote in business meetings.

ARTICLE IV - DIVISIONS

Section 1. FSAA shall be composed of divisions representing groups of similar interest.
Section 2. A group of similar interest may petition for recognition as a division of FSAA when the group meets the following criteria:
  1. The group has a written constitution, bylaws or organizational guidelines.
  2. The group has elected officers.
  3. The group has membership from several counties and membership is open on a statewide basis.
Section 3. There shall be an "At Large" division which shall not be required to meet the criteria in Section 2. Support supervisors and administrators who are members of FASA and are not eligible or do not choose to be members of a recognized division of FSAA shall be members of the "At Large" division. 
Section 4.  Groups of professionals of similar interest may be assigned divisional status when recommended to the FSAA Board of Directors and approved by the FASA Board of Directors.

ARTICLE V - ADMINISTRATION

Section 1. The officers and directors of this Association shall be President, Past President, President Elect, Secretary, Treasurer and one Director from each affiliate member division. The Director shall be selected by the FSAA membership of their sponsoring division.
Section 2. These officers shall be elected by majority vote of the Board of Directors at the annual meeting. The election procedure shall be established in the Bylaws. Officers shall hold office for one year beginning July 1 and ending June 30 or until their successors are elected and qualify.
Section 3. The retiring President shall become Past President and President Elect shall become President. A vacancy, except in the position of President, shall be filled by the Board of Directors until the next annual meeting. In the case of a vacancy in the position of President, the President Elect shall become President for the remainder of the unexpired term. In the event of a vacancy in the position of Director, the appointment shall be made by the membership of the member division for the remainder of the unexpired term.
Section 4. The Directors of the Association shall be elected for a term of three years, and shall be installed at the annual meeting. 
Section 5. Five members at large may be elected by the Board of Directors from the geographical areas of the five DOE regions to include representatives from areas that are not affiliated. The at large members shall be elected for a term of three years, and shall be installed at the annual meeting. 
Section 6. Management of the affairs of this Association shall be vested in a Board of Directors consisting of the elected officers and directors as named in Section 1. An Executive Committee composed of the elected officers may handle matters requiring emergency action and may recommend other specific matters to the Board for its consideration. The Board of Directors will establish procedures for its management.
Section 7. The President, Past President and President Elect shall represent FSAA on the FASA Board of Directors in this order, providing conditions permit.

ARTICLE VI - MEETINGS

Section 1. Meetings of this Association shall be one annual meeting to be held at a time and place determined by the Board of Directors or as authorized by the members of FSAA.
Section 2. Special meetings of the Association may be called by the President upon approval of the Board of Directors.
Section 3. The Board of Director may hold three meeting annually.

ARTICLE VII - AMENDMENTS

Section 1. This Constitution may be amended at any regular or special meeting of the Association by a vote of two-thirds of the active members present, provided that a written notice of the proposed amendment has been presented to the President and Secretary sixty days prior to the meeting and mailed to the membership via notice in a FASA publication thirty days prior to the date set for such a meeting.

ARTICLE VIII - BYLAWS

Section 1. Bylaws or changes in the bylaws may be proposed in writing by any member of the organization in the regular meeting of either the membership or Board of Directors.
Section 2. Bylaw proposals or amendments will be mailed to all directors and officers and will be considered at the next meeting of the Board of Directors.

ARTICLE I - DUES

Section 1. The annual membership dues shall be paid to FASA from which a portion, to be determined by the FASA Board of Directors, will be remitted to FSAA and the member divisions.

ARTICLE II - ELECTION PROCEDURES

Section 1. The President shall appoint a Nominating Committee approved by the Board of Directors composed of members representing different divisions with no more than one member from a division. The report of the Nominating Committee shall be presented to the Board of Directors and approved on or before April 1. The Nominating Committee shall present one candidate for each office of the Association.
